The Samsung B7722 is a dual SIM phone - but only one SIM card is active at a time, so this is more of a convenience factor if you want easy switching between numbers or operators, roaming etc.
It's got a decent camera and touch screen. The operating system is native to the phone, which means there will be some apps, but not the selection of Android and other modern smart phone OS.

Unless you want the dual SIM that the B7722 has I'd suggest getting an Android phone.
The Samsung Galaxy Y is cheaper, and runs Android.
The camera isn't very good (one reason it is cheaper) but you'll have access to a lot more apps.
