For the same reason boys like sitting watching football/playing video games all day. Clothes make a girl feel nice. It's a release when things are stressful, and a celebration when things go great. It's also a social thing, a good way to spend time with friends or 'waste' time on the weekend.
It's great having new clothes to wear and shopping for them is part of the fun.
